To
ensure effective and efficient delivery of basic services,
the province had major significant accomplishments:
ADMINISTRATIVE
SECTOR
The
Administrative Sector had successfully regulated and
enforced the implementation of the duly approved plans
and programs adopted by the administration.
On
anti-illegal Drug Campaign, the team conducted 48
surveillance campaigns against illegal drugs and gathered
related information on illegal activities. They had
also conducted monthly regular dialogues/conferences
on illegal drugs.
The
Local Chief Executive signed a total of 18 bonds,
10 contracts, obligations, and other documents upon
authority of the Sangguniang Panlalawigan. He also
authorized 566 official trips of provincial officials
and employees, enforced/implemented the ordinances
on Tax Incentives and Plastic Free Camiguin. Other
significant accomplishments were the conduct of weekly
staff conference and monthly meeting with local officials
and special local bodies. The Local Chief Executive
signed 22 executive orders, 156 licenses, issued permits
and created one task force to suppress and deter illegal
activities of the province. The Honorable Governor
attended 16 meetings, seminars, and conferences, outside
the province in behalf of the Local Government Units.
The
Sangguniang Panlalawigan conducted 45 regular sessions
and one special session. There were 30 committee hearings/meetings
conducted, 10 legislative authorizations made; 28
legislative review and approval and 44 resolutions
enacted.
The
Provincial Administrator in its efforts to strengthen
the Cooperative Development focus on GAD conducted
2 trainings on the appreciation Course on Cooperatives
among local officials, national line agencies and
the general public. As chairman of the Provincial
Cooperative Development Council (PCDC) he coordinated/conducted
regular monthly meeting with the council and strengthened
the different organizations of forming into cooperatives.
Being the Action Officer of the Bulawanong Barangay
Development Programs (BBDP) he successfully led the
campaign on food production, sanitation, cleanliness
and beautification projects.
MANAGEMENT
SERVICES
The
Office of the Provincial Planning and Development
Coordinator conducted one socioeconomic research,
gathered relevant data on social, economic, infrastructure
and administrative information of the province.
Being
the chairman of the Provincial Land Use Committee
(PLUC) and other local bodies relative to land use
implementation, the Physical Framework Plan was on
the process of ratification by the Housing and Land
Use Regulatory Board (HLURB), Central Office.
Solid
waste generation had grown due to increased in population
and influx of tourist arrivals. The Solid Waste Technical
Working Group conducted 2 meetings related to solid
waste management The team also conducted 2 surveys
on the proposed landfill site and a series of consultations
and dialogues were conducted at the municipal and
provincial level.
Students
from low-income families with satisfactory scholastic
record applied for employment opportunities during
summer that was solicited by (DOLE and the Public
Employment Service Office (PESO). The provincial Government
thru the PESO, which is also, the Provincial Budget
Officer assisted 387 students employed for 15 days
under Special Programs for the Employment of Students
(SPES).
The
Provincial Budget Office released 169 advice of allotment
of different department offices for approval of the
Local Chief Executive and processed 18,052 payrolls
and vouchers.
The
Provincial Accounting Office takes charge of both
the accounting and bookkeeping services of the Provincial
Government.
Under
the Fund Management Control, there were 4793 Requests
for Obligation (ROA) certified; 8935 Disbursement
Vouchers (DV) and payrolls certified; 2500 Official
receipt (OR) accounted; 20 journals updated; 4 ledgers
updated and 12 Trust Fund accounts kept. 180 Bank
reconciliation Statements (BRS) submitted; 36 Trial
balance (TB) submitted; 35 Accountability Reports
(AR) submitted; 36 Remittances Statements (RS) submitted
and 7082 voucher/payrolls submitted to COA for audit.
For
Internal Management Services, 72 Financial Management
meetings attended; 52 Financial statements prepared
for decision mak8ing purposes; 855 suspensions, disallowance's
settled and 3 administrative seminars workshops attended.
The
Provincial General Services Office (PGSO) purchased
heavy copier and repaired one existing copier, purchased
one set of computer complete with accessories. The
office had also assisted in the repair; care and maintenance
of tourism related facilities. They were the Katibawasan
cottages, daily maintenance of BS Aquino Park, improvements
of the ruin of old church, maintenance/cleanliness
of the walkway to the old volcano, and cleanliness
of White Island.
TECHNICAL
SERVICES
The
Provincial Treasurers Office collected a total of
117,991,482.94 million pesos. Of the total collection
4.24 came from Local Government Support Equalization
Fund (LGSEF) or devolved fund. Internal Revenue Allotment
(IRA) allotment released was 106.311 million and 7.44
million were collections from the local government
revenue.
The
PASSO is in charge of appraisal, assessment of real
properties. There were 73 parcels of Transfer of Ownership
of real properties approved; 896 Tax declaration issued,
72 parcels annotated, 120 certificate of Landholdings
issued and 305 new undeclared and unrevised Tax Declaration
Inspected.
The
PSWDO administered social services and worked with
all sectors in the implementation of relief, rehabilitation
programs and other related activities.
The
office conducted 39 meetings/conferences/ related
to Child /Day care Services and assisted 64 Day Care
Centers. For Nutrition program, 65 malnourished children
were benefited by the program.
Under
The Disaster Management/Emergency Assistance, 621
clients were assisted for Food for Work projects,
9617 clients on food assistance/disaster relief program.
A total of 526 neglected/abandoned/mal treated women,
children and youth offenders assisted; 375 referrals
counseling services conducted and 147 clients were
given financial assistance from Philippine Charity
Sweepstake Office (PCSO).
The
Provincial Engineering Office (PEO) successfully maintained
16 heavy equipments and 3 light equipments. There
were 27 roads concreted with a total of 3 kilometers.
Others improvements made were the construction of
one Katugupan intake at Catarman; improvement of one
DECS Division Building, rehabilitated of ABC in Mahinog,
improvement of Provincial Jail, repair of Catarman
District Hospital, construction of provincial warehouse/office
and construction one-two story DENR Building.
The
Provincial Agriculture Office maintain/propagated
78,414 assorted seedlings were distributed to 526
farmers. Total financial assistance extended to farmers
was Php 744,192.00 to 194 farmers. Other significant
accomplishments were: seven (7) on-going research
sites conducted, two (2) Farmers Field School training
conducted, one (1) Multipurpose drying Pavement constructed,
monitored nine (9) Farm to Market roads funded by
DPWH worth 5.5 million and rehabilitated two (2) sites
on Communal Irrigation Project (CIP).
The
Provincial Veterinary Office (PVO)
took off the program of the Ginintuang Masaganang
Ani (GMA) for livestock and poultry. The program aimed
at laying down the foundation for a productive, efficient,
economic and sustainable livestock and poultry industry
the following programs were implemented by the office:
Considered
as one of the most convenient way of upgrading the
livestock, Artificial Insemination (AI) was adopted
by the 5 municipalities. AI performance resulted to
the insemination of 231 cattle, 15 carabao and 506
swine.
To
curb the growing cases of rabies in the province,
a total of 2539 dogs were immunized. Others animals
vaccinated were the following: Cattle-1305; caribou-
256, goat-317; swine 5131 and poultry- 2648.there
were 1268 farmers served by the vaccination program.
There were 98 chickens, 117 ducks, 11 swine were redispersed
for the year. Total number of boar maintained was
7 and 1 sow. The PVO had conducted a total of 68 fecal
examinations, 48 semen examinations, purchased 1 unit
centrifuge and 1 autoclave to upgrade the animal disease
diagnostic laboratory.
The
Provincial Health Office (PHO) rendered 11 health
services programs, promoted physical and mental efficiency
through preventive health.
The
Provincial Tourism Office (PTO) continuously monitored
tourist arrivals of the province.
A total 176,370 tourist visited our island
in the year 2001 of which 171,827 were local tourists,
4162 foreign tourists and 381 balikbayans. This figure
was very low compared to the usual expected tourist
arrivals in the province. This can be traced to the
4th quarter natural calamity and media or press releases
that Typhoon Nanang/flash floods affected our tourism
area. Likewise the effect of Mindanao conflict directly
influenced the decline of this years tourist arrival.
In
line with the distinct celebration of the province,
every year in October, locals celebrate the lash lanzones
festival with lots of merry making. Camiguin was known
as Mindanao's island paradise, the friendliest people
in the country and readily welcome a foreign face.
Other activities undertaken were market matching through
conduct of lanzones marketing promotion and agri-technology
fair.
Promoting
Camiguin to the world had been the growing concern
of our agri-ecotourism development projects. One of
the best strategy for promotion was the attendance
of the regional and national Travel Mart. During the
year the Tourism Officer attended two- (2) travel
mart.
Under
the SAIL Office, a total of 60 million was appropriated
for the Integrated Water System Project. This includes
projects on Raw Water Line; Clean Water Line; Distribution
Line; Construction of high-level reservoir; Springs
Development and chlorinating equipment. The staff
had over all accomplishment of 76.88%. Due to the
natural calamity that happened last November 7, 2001,
the program gave priorities to re-survey on the existing
pipelined of both SAIL I and SAIL II.
It was washed out that most of the pipes were
damaged; hence priority projects will be on immediate
rehabilitation of its existing water system project.
The
Provincial Government along with the Red Cross conducted
one Disaster Training and series of Typhoon Nanang
operations. There were 26 graduates on Disaster management.
Some of the typhoon operations were the Search and
rescue Operation, Evacuation Operation, Search and
Recovery; Relief distributions to affected families,
Monitoring Operation and always ready for any unwanted
occurrence.
