Pedro
Romualdo had lowly beginnings. He set off
as a janitor who did floor jobs
at the provincial capitol in the early 50s, then slowly
rose up the ranks to where he is at present. His next
job was as a storekeeper for the Bureau of Buildings
until 1963; on the following year, he served as a
credit investigator for the NACIDA Bank. Throughout
this time, he studied and supported himself until
finally, he obtained his Bachelor's Degree in Law
from the University of the East in 1965, passing the
bar with high ratings on the same year.
He
practiced law for a time and opened his own law office.
In the early 70s, he was a constitutional Convention
delegate. He started to shine politically until 1985
when he won as Representative of the lone District
of Camiguin. His tour at the legislature stretched
for three terms from 1985 to 1998, during which time
he authored some of the country's landmark bills and
legislative acts. Among the laws he principally authored
were RA 6657 on the Comprehensive Agrarian Reform
Law, RA 6656 on the Security of Tenure of civil servants,
RA 6939 creating the CDA and the Cooperative Code,
and RA 7923 creating state colleges in Camiguin.
He
was elected Governor of the Province of Camiguin in
1998 and now sits as chairperson of the Provincial
Development Council and the different provincial boards.
